Market Rules and Guidelines

MARKET LOCATION AND SCHEDULE

  • 370 Lakeside Park, St. Peters, MO 63376 
  • All market dates: Saturdays, May 2, 2026 through October 31, 2026 
  • Saturday Market Hours: 8:00am to 1pm 
  • Setup begins at 6:30am  
  • No vehicle may drive in the Market area between 8:00am and 1:00pm on Market Day  
  • Selling at the Market shall begin promptly at 8:00am  

RENTAL AND PAYMENT

  • Rental Fee for Vendors is $25 per space/per week. Rental Fees Must Be Paid by All Vendors.  
  • “vendor” is anyone renting space to sell goods at the market. 
  • No vendor shall assign, sublet, or sell their assigned space to another. 
  • Applications and all fees must be received by 5:00pm on the Thursday before in order to be a vendor the following Saturday. 

CANCELLATION POLICY

Email Manager at stcfarmersmarket@yahoo.com by noon on Thursday to cancel. 

  • Weekly Vendors will be charged the full fee for no shows, unless it’s an emergency (contact the manager). 
  • For emergencies on Saturday morning, call or text the Manager at 636-303-6336. 
  • Cancellation credits must be used in the same season and cannot be rolled over into the next season. 


If applicable, Additional Documents to be submitted with application and kept at Market:  

  • Missouri Retail Sales Tax License  
  • Proof of Vehicle Liability Insurance  
  • Product Liability Insurance  
  • State or Local Liquor License  
  • MO State Egg License  

RULES AND REGULATIONS

AUTHORITY 

  • These rules, regulations, and instructions are created at the sole discretion of the St. 

Charles Lions Club Farmers Market @ 370 Lakeside Park (the "Market"). 

  • The Market is managed by the St. Charles Lions Club who has authority over all Market operations. 
  • The Lions Club is the sole decision makers for all booth placements. 
  • The Lions Club have the discretion to limit the items and vendors for each category. 
  • No guarantee of exclusivity of products is made or implied. 
  • No new vendors will be approved on a Market Day. All applications must be received by 5:00pm the Thursday before a market date. 
  • The Lions Club reserves the right to verify any farm or facility. 
  • The Market does not discriminate on the basis of race, sex, religion, national origin, age, color, disability, or sexual orientation. 


TERMS AND CONDITIONS OF SALES 

  • Items for sale at Market must be grown or handmade by the seller. Exceptions are tropical foods like coffee, teas, and chocolate, which the vendor has roasted, blended, cooked or packaged under their own label. 
  • Occasionally, a farmer may be allowed to sell a farm product they have not grown themselves, and which is not grown by any other farmer at market; but they must have express permission by the market manager. 
  • All items offered for sale at the Market must be first quality, unless they are expressly posted as “seconds.” 
  • All prepared or valued-added foods must be prepackaged, labeled with the name, address, and phone number of the vendor, name of the product, and list of ingredients in order of predominance.   
  • All vendors must post signage stating their business name, as well as prices items. 
  • Farmers and vendors may not use descriptive words like "organic" and "certified” on their signage or advertising unless they have the credentials to back up those claims. 


APPLICATION REQUIREMENTS 

All vendors at the Market must provide the following: 

  • Completed Vendor Application Form (all items to be sold must be listed on Vendor Application). 
  • Proof of Vehicle Liability Insurance (required for operating a vehicle within the Market applicable). 
  • Any City, County, State, or Federal Licenses necessary to do business. 


Certain vendors may be required to provide the following: 

  • Farmers Market Permits from the City of St. Peters Health Department. 
  • Egg license from the Missouri Department of Agriculture. 
  • Temporary Liquor Licenses from Missouri, City of St. Peters. 
  • Missouri Retail Sales Tax License. 


RENTAL AND PAYMENT  

  • A “vendor” is anyone renting space to sell goods at the market. 
  • No vendor shall assign, sublet, or sell their assigned space to another. 
  • Payment of fees is to be paid by cash, check, or credit card to “St. Charles Lions Club.” 
  • Applications and all fees must be received by 5:00pm on the Thursday before in order to be a vendor the following Saturday. 
  • Any vendor writing a bad check will be charged $25 fee per check and future checks will not be accepted. 
  • Bad check fees must be paid in full prior to renting future space. 


MARKET SCHEDULE 

  • All market dates:  Saturdays, May 2, 2026 through October 31, 2026. 
  • Setup begins at 6:30am 
  • No vehicle may drive in the Market area between 8:00am and 1:00pm on Market Day. 
  • Selling at the Market shall begin promptly at 8:00am. 


SETUP AND TAKEDOWN GUIDELINES 

  • Vendors must provide and set up their own tents and tables, unless otherwise indicated on application. 
  • A Market Space is 10'x10' unless otherwise indicated on application.  Tents that are 12’x12’ must have an inspection when they set up for the first time at the market.  Tents larger than 10’x20’ shall comply with sections 3104 and 3105 of the International Fire Code and meet NFPA 701 Flame retardant criteria.  All tents must have a permanently affixed label bearing the information demonstrating that it meets these criteria.  Any tents or any combination of connected tents over 400 square feet will require a tent permit with the City of St. Peters.  
  • Vendors must provide and set up their own tents and tables, unless otherwise indicated on application. 
  • All vendors must provide weights for their tents. Vendors with non-weighted tents will not be allowed.  Provide a minimum of nine pounds of hold-down strength per square foot or ballast for tents larger than 10’x20’.  Water barrels will not be allowed. 
  • Weekly Vendors must wait to unload inside the Market until a booth space is assigned. 
  • Once unloaded inside the Market, a vendor must immediately move his/her vehicle the designated parking area for the remainder of the Market. Any exceptions are at the discretion of the Market Manager. 
  • Motor vehicles may be operated only in designated traffic areas. 
  • Vehicles are prohibited on sidewalks, trails, landscaped areas, and all non-designated areas. 
  • Parking is permitted only in designated parking lots; parking elsewhere is prohibited. 
  • Nothing can encroach upon aisle space, common areas, fire lanes, or neighboring spaces. Any exception to this policy will be at the discretion of the Market Manager. 
  • Vendors must keep the vicinity in and around their selling area clean and orderly at all times. 
  • Vendors must remove all refuse, produce waste, and unsold items at the end of each Market Day. 
  • Vendors must agree to sell for the entire Market Day and are asked not to leave before then for safety and logistical reasons. If there is an emergency, see the Market Manager before leaving and help will be provided. 
  • Market operation is rain or shine. The Market only closes if there is severe weather another emergency. 
  • Any items not removed by 3:00pm on market day may become property of the Market. 


RIGHTS AND RESPONSIBILITIES ON MARKET DAYS 

  • Vendors are responsible for resolving customer concerns, including refunds or exchanges for unsatisfactory merchandise. 
  • Solicitation, collection drives, and political or religious activities are not permitted within the Market. 
  • Smoking, alcohol consumption, or the possession or use of controlled substances is prohibited at the Market, except for beer, wine, or beverages sold by licensed Market vendors. 
  • The use of sparks, flames, or fire-producing devices is prohibited without prior written approval from the Market Manager. 
  • Required fire extinguishers must be readily accessible and appropriately rated: 
  • Minimum: ABC extinguisher rated 2A/5B; C (5 lb) 
  • Cooking with open flame may require a 4A/80B; C (10 lb) extinguisher 
  • Cooking involving fats or oils requires a Type K extinguisher 
  • Extinguishers must be inspected within the past year and properly tagged. 
  • Open flames and cooking equipment must meet all applicable fire and mechanical code distance and ventilation requirements. 
  • LP (propane) tanks must be located outside of tents with relief valves directed away from the tent. 
  • Vendors must provide all necessary equipment and supplies, including but not limited to tables, chairs, cash/change, signage, extension cords, display materials, tent weights, and water for business use. 
  • All electrical cords must be properly rated for the equipment being used. High-load appliances require cords rated at least 25% above the appliance’s electrical demand. 
  • Only power strips with built-in resettable circuit breakers may be used when additional outlets are needed. 
  • Potable water for food preparation and for plants/produce is available on site; vendors may also bring their own potable water. 
  • Vendors must prevent water or fluid leakage into aisles, common areas, or neighboring booths. 
  • False packing or deceptive product display practices are prohibited. 
  • Price fixing, collusion, or agreements intended to manipulate pricing or restrict products at the Market are strictly prohibited. 


HEALTH STANDARDS 

  • The Market provides the following for public use portable restrooms; a hand-washing station; trash/recycling receptacles; potable water and electricity. 
  • Only vendors who have valid permits, proper documentation, and are in compliance with all applicable regulations may sell or sample food at the Market. 
  • Any food items must be displayed or stored at least 6" above the ground. 
  • Sales of frozen or packaged frozen meats are permitted if they come from an inspected source, are labeled properly, and maintained frozen. Fish may be sold frozen or fresh-on-ice. 
  • Potentially hazardous food samples shall be maintained at or below 41°F if cold and 
  • Eggs may be sold if maintained at or below 45°F and the vendor has obtained a license from the Mo Dept of Ag. All eggs must be Grade AA or A. 
  • The sale of unpasteurized, raw milk product is not allowed 
  • All packaged products, baked goods, and canned goods must be processed in an approved facility. 
  • An "approved facility" is any place which has been inspected and approved by that area's regulatory authority with current documentation of compliance. 
  • Packaged products must be labeled by their common name of the product; name, address, and phone number of the producer; and list of ingredients in descending order by predominance of weight or volume. This includes items such as preservatives, colors and flavors. 
  • All foods on sale or display are required to be protected from contamination.  
  • Samples shall be kept in approved, clean, covered containers and distributed in manner, following the Sampling Guidelines. No barehand contact with ready-to-eat food is allowed. 
  • Food for samples shall be washed clean with potable water.  
  • If sampling immediate access to facilities in required by vendors.   
  • Utensils and cutting surfaces shall be smooth, non-absorbent, and easily cleanable or disposable.   


NON-FOOD VENDORS 

  • Artists and Crafters may be vendors and are not to comprise greater than 20% of the Market by total number of vendor spaces available. 
  • Artists/Crafters must be the approved vendor and be present on Market days as the seller. 
  • The handcrafted component of an art or craft piece must dominate the work; any commercial component must be transformed in a way that makes it original and unique. 
  • Handmade clothing must list fabric content and care instructions. 
  • Handmade jewelry must list all metals used. 
  • No art or crafts may be sold on consignment or wholesale. 
  • No art or crafts may be sold which are commercially produced or were assembled from commercial kits. 


NOT-FOR-PROFIT ORGANIZATIONS 

  • May rent space on an "as available" basis at a reduced rate if they want to 
  • Not-for-Profit organizations must provide proof of their not-for-profit status. 
  • Not-for-Profit organizations requesting to sell handcrafted items, baked goods, or packaged foods must comply with all standards and requirements listed above. For food vendors, a DOH permit may be needed. 
  • A vendor in this category must have express consent from the Market Manager and space is allotted on an “as available basis.” 
  • No soliciting or receiving of donations permitted. 


COMPLAINTS AND GRIEVANCES BY CUSTOMERS OR PATRONS 

  • It is the goal of the St. Charles Lion's Club to create an environment of trust and transparency for our customers in regard to where their farmers' market food and products are grown, made and sourced. 
  • Our success depends on all farmers and vendors maintaining high standards in both quality and safety of products sold; in having honesty about product sourcing; and in good customer service practices. 
  • A consumer may file a complaint with market management if they suspect a vendor is not following rules and regulations, not selling their own products or produce, or selling inferior products. 
  • Customers are encouraged to express concerns directly with vendors. However, if they are uncomfortable doing so and they appeal to market management, we will speak to the vendor on the customer's behalf. 
  • It is the responsibility of the vendor to warrant, refund, or exchange merchandise that is  deemed unsatisfactory. Vendors are required to satisfy any customer complaint under 
  • A vendor who does not comply with this policy will be given the opportunity to make corrections and amends to the customer.  If corrections are not made by the next market, a review or site inspection process may be generated or the vendor may be asked to leave the market; depending on the severity of the complaint. 


COMPLAINTS AND GRIEVANCES BY VENDORS 

  • All Vendor grievances about other vendors or the market must be made in writing to the Manager. Written complaints will be responded to within seven days. The name of the complainant shall be kept confidential. 
  • Complaints may generate a site visit by Market Management without prior notice to the vendor. 
  • If complaints are deemed to have merit, vendors will be given the opportunity to make corrections to the satisfaction of the Rules and Regulations for market operations within seven days. 
  • If any violations to rules and regulations are not remedied in a timely manner and to the satisfaction of Market Management, the vendor who is in violation, may be expelled from the market for the rest of the season without any refunds in prepaid vendor fees. 


LIABILITY AND INDEMNITY 

  • Vendor agrees to indemnify and hold harmless the City of St. Peters and the St. Charles Lions Club, including their officers, officials, employees, and agents, from any and all claims or liability arising out of Vendor’s participation in the Market or use of City facilities, including acts or omissions of Vendor, its employees, agents, or invitees. Vendor acknowledges that the City of St. Peters and the St. Charles Lions Club are not responsible for injury, accident, loss, theft, or damage to persons or property occurring on site. These provisions shall survive termination of this Agreement. 
  • These provisions shall survive the expiration of this Agreement. 

CITY OF ST. PETERS COMPLIANCE STATEMENT

These Rules and Regulations are established to ensure the safe, orderly, and compliant operation of the St. Charles Lions Club Farmers Market at 370 Lakeside Park, in accordance with all applicable City of St. Peters ordinances, Parks and Recreation regulations, International Fire Code, Health Department requirements, and all relevant local, state, and federal laws. All vendors, participants, and representatives of the Market are required to comply with these Rules and Regulations as a condition of participation.
